Firstly, check the regulations on evaluation or award criteria (these are defined within the national framework or by a multilateral organisation, such as a development bank, if it is a funded project): Check whether it is desirable to award a contract to the most economically advantageous tender using the single-factor typology.
To implement environmental criteria, you can demand compliance with environmental and social regulations, define sustainability criteria linked to the contract and guarantee its viability on the market. In addition, it is useful to apply life cycle cost calculations (LCC) and integrate sustainability into the award criteria, aligning them with national and local policies.
Check whether there are mechanisms to facilitate the implementation of the criteria, including the consideration of social and environmental factors in the award, the involvement of the market in pre-contracting and transparency in the contractual phase. Assess the feasibility of framework agreements for sustainability criteria and take inspiration from national examples of sustainable procurement.
